Bu puan sistemi sayesinde Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131na ba\u011fl\u0131 hastanelere tayin hakk\u0131 elde ediliyor. Hizmet puan\u0131 en y\u00fcksekten en d\u00fc\u015f\u00fc\u011fe do\u011fru istenen hastanelere nakiller yap\u0131l\u0131yor.<\/p>\n<p>Yani, biz hem\u015firelerin alt b\u00f6lge nakli d\u0131\u015f\u0131nda bir de hizmet puan\u0131 esasl\u0131 nakil hakk\u0131 mevcuttur. Sosyoekonomik durumu en d\u00fc\u015f\u00fck b\u00f6lge, en y\u00fcksek puan\u0131 veren hastanelere sahiptir.<\/p>\n<p>Maalesef her hastanenin ka\u00e7 puan verdi\u011fi belirtilmemi\u015ftir. Bunun yerine bakanl\u0131k illere g\u00f6re bir puanlama cetveli yay\u0131mlam\u0131\u015ft\u0131r.<\/p>\n<p>Hizmet puan\u0131 y\u00f6netmeli\u011fi 2020 y\u0131l\u0131nda de\u011fi\u015fikli\u011fe u\u011fram\u0131\u015ft\u0131r. M\u00fcnhal kadrosu bulunmayan hizmet birimi veya ile atama yap\u0131lamaz. Mazeret durumu haks\u0131z bir kazan\u0131ma neden olamaz.<\/p>\n<p><strong><u>\u0130stihdam Edilme Gerek\u00e7esi Ortadan Kalkan Personelin Atamas\u0131<\/u><\/strong><\/p>\n<p>\u0130lgili mevzuat\u0131 gere\u011fi yap\u0131lan \u00f6zel d\u00fczenlemeler ile aile hekimli\u011fi pilot uygulamalar\u0131 hari\u00e7 olmak \u00fczere;<br \/>\n\u2013 G\u00f6rev yap\u0131lan sa\u011fl\u0131k kurulu\u015funun kapanmas\u0131,<br \/>\n\u2013 Personel da\u011f\u0131l\u0131m cetvelinde de\u011fi\u015fiklik olmas\u0131,<br \/>\n\u2013 Sa\u011fl\u0131k birimlerinin devri, nitelik de\u011fi\u015ftirmesi veya birle\u015fmesi gibi nedenlerle o unvandan personele ihtiya\u00e7 kalmamas\u0131 hallerinde, ilgili personel \u00f6ncelikle il i\u00e7inde ihtiya\u00e7 olan birimlere atan\u0131r. Ancak il i\u00e7inde atanmalar\u0131 m\u00fcmk\u00fcn olmazsa, Bakanl\u0131k\u00e7a D ve C hizmet grubu illerine tercihlerine g\u00f6re atan\u0131rlar. Ayn\u0131 hizmet birimine birden fazla tercih yap\u0131lmas\u0131 halinde hizmet puan\u0131na g\u00f6re yerle\u015ftirilirler.<\/p>\n<p><strong><u>Yeni A\u00e7\u0131lan Tesisler<\/u><\/strong><\/p>\n<p>Hizmete yeni a\u00e7\u0131lan tesisin do\u011furaca\u011f\u0131 personel ihtiyac\u0131n\u0131n il i\u00e7inden kar\u015f\u0131lanmas\u0131 esast\u0131r. Ancak, hizmeti aksatacak \u00f6l\u00e7\u00fcde personel ihtiyac\u0131 olan C ve D grubu illerde yeni a\u00e7\u0131lan tesislere il d\u0131\u015f\u0131ndan, atama d\u00f6nemine ba\u011fl\u0131 kalmaks\u0131z\u0131n atama yap\u0131labilir. Bu durumda personel ihtiyac\u0131 Bakanl\u0131k internet sitesinde duyurulur. A ve B grubu illerde \u00e7al\u0131\u015fan personelin m\u00fcracaatlar\u0131 \u00f6ncelikle de\u011ferlendirmeye al\u0131n\u0131r. Atamas\u0131 uygun g\u00f6r\u00fclenler hizmet puan\u0131 usul\u00fcne g\u00f6re yerle\u015ftirilir. Ayr\u0131ca hizmete yeni a\u00e7\u0131lan tesisin PDC si belirlenene kadar, s\u00f6z konusu tesis i\u00e7in Ta\u015fra Te\u015fkilat\u0131 Yatak ve Kadro Standartlar\u0131 Y\u00f6netmeli\u011fi gere\u011fi \u00f6ng\u00f6r\u00fclen standartlar a\u015f\u0131lmamak kayd\u0131yla o il i\u00e7erisindeki di\u011fer birimlerden hizmete yeni a\u00e7\u0131lan tesise atama ve g\u00f6revlendirme yap\u0131labilir.<\/p>\n<p><strong><u>Resen Atama<\/u><\/strong><\/p>\n<p>\u0130l i\u00e7inde personel da\u011f\u0131l\u0131m cetvelinde belirlenen say\u0131n\u0131n \u00fczerinde personel \u00e7al\u0131\u015fan hizmet birimlerinden il merkezinde bulunanlar\u0131n, \u00f6ncelikle il merkezine, il merkezinde bo\u015fluk bulunmamas\u0131 halinde il\u00e7e, belde ve k\u00f6ylere; il\u00e7e merkezinde bulunanlar\u0131n ise \u00f6ncelikle il\u00e7e merkezine, il\u00e7e merkezinde bo\u015fluk bulunmamas\u0131 halinde belde ve k\u00f6ylere atama d\u00f6nemine ba\u011fl\u0131 kalmaks\u0131z\u0131n ve hizmet puan\u0131 esas\u0131na g\u00f6re Valiliklerce resen atamas\u0131 yap\u0131l\u0131r. \u0130htiya\u00e7 halinde il ve il\u00e7e merkezinden il\u00e7e, belde ve k\u00f6ylere; il\u00e7e merkezinden belde ve k\u00f6ylere atama d\u00f6nemine ba\u011fl\u0131 kalmaks\u0131z\u0131n ve hizmet puan\u0131 esas\u0131na g\u00f6re Valiliklerce resen atama yap\u0131labilir. Bu atamalar Bakanl\u0131\u011fa bildirilir.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"Ozel_Nitelikler\"><\/span>\u00d6zel Nitelikler<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>Bakanl\u0131k atama \u00e7e\u015fitlerine g\u00f6re kadrolar\u0131 ilan ederken, hizmet birimlerinin ihtiya\u00e7lar\u0131na g\u00f6re sertifika, diploma v.b. gibi \u00f6zel nitelikler arayabilir. \u0130lan edilen kadro say\u0131s\u0131ndan fazla say\u0131da ve istenilen niteliklerde m\u00fcracaat olmas\u0131 halinde, hizmet puan\u0131 y\u00fcksek olana \u00f6ncelik verilir.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Hizmet_puanina_nasil_itiraz_edilir\"><\/span><strong>Hizmet puan\u0131na nas\u0131l itiraz edilir?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Bakanl\u0131\u011fa ba\u011fl\u0131 t\u00fcm sa\u011fl\u0131k personeli hizmet puan\u0131n\u0131 PBS\u2019de (Personel Bilgi Sistemi) ayr\u0131nt\u0131s\u0131 ile birlikte g\u00f6rebilmektedir. Hizmet puanlar\u0131na itirazlar her y\u0131l 1 -31 Ocak ile 1-10 Temmuz tarihleri aras\u0131nda yap\u0131l\u0131r.<br \/>\nAncak, Bakanl\u0131\u011f\u0131m\u0131z Atama ve Nakil Y\u00f6netmeli\u011finin ek? inde (Ek.6) belirtilen ilkeler do\u011frultusunda haz\u0131rlanan PDC den dolay\u0131 hizmet puan\u0131na yap\u0131lacak itirazlar ile 5258 say\u0131l\u0131 Aile Hekimli\u011fi Pilot Uygulamas\u0131 Hakk\u0131nda Kanun gere\u011fi Aile Hekimli\u011fi uygulamas\u0131na ge\u00e7en illerde hizmet puan\u0131na ili\u015fkin itirazlar il sa\u011fl\u0131k m\u00fcd\u00fcrl\u00fcklerince her zaman kabul edilir. Hizmet puan\u0131na itirazlar, itiraz formu ile \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fc\u011f\u00fcne yap\u0131l\u0131r. \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fcklerince kimlik bilgileri ve askerlik bilgilerine ili\u015fkin itirazlar \u0130KYS sistemine aktar\u0131l\u0131r. Di\u011fer itirazlar ise Bakanl\u0131\u011fa g\u00f6nderilir.<\/p>\n<p>Personelin, Bakanl\u0131k kay\u0131tlar\u0131nda eksik oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc veya hizmet puan\u0131 itiraz\u0131na sebep olan hizmet bilgileri ile ilgili\u00a0 \u015fayet elinde var ise \u2013 Bakanl\u0131\u011fa bilgi ve belge g\u00f6ndermesi, hem itiraz\u0131n\u0131 do\u011frulayacak hem de baz\u0131 durumlarda Bakanl\u0131kta eksik bulunabilecek belgelerin tamamlanmas\u0131n\u0131 sa\u011flayacakt\u0131r. Bakanl\u0131k Hizmet Puan\u0131 \u0130tiraz Komisyonunca de\u011ferlendirilerek kabul edilen itirazlar sonucu yeniden hesaplanan hizmet puanlar\u0131na ili\u015fkin gerekli d\u00fczeltmeler PBS\u2019 ye yans\u0131maktad\u0131r. Bu i\u015flem tebligat yerine ge\u00e7er.
